Description

The Plant Instrument Engineer - Ponca City Refinery is responsible for the safe and reliable operation and maintenance of the instrument asset base in the Ponca City Refinery. Cross-functional advocate for best practices in the selection, installation, maintenance, inspection, and testing of instrumentation to ensure that safety, regulatory, production, and optimization objectives are met. The instrument asset base includes all instrumentation, measurement, analyzer, and regulatory process control assets.

Responsibilities May Include
  • Safety Instrumented Systems (SIS) life-cycle owner. Ensures compliance with the latest safety standards. Experience with SIS design/maintenance. Owns the application of instrument safety standards and can provide independent reviews of SIS designs.
  • Evaluate requested SIS system testing protocols.
  • Ensure that proper preventative and predictive maintenance procedures and maintenance plans are in place for SIS and other critical instrument systems.
  • Analyze the reliability of SIS components and address causes of unreliability. Conduct failure analyses on critical instruments as required.
  • Instrument asset base strategic planner. Develop proposals for projects to improve unit availability, reliability, product quality, and reduced maintenance costs.
  • Review instrument changes for Management of Change approval. Support Management of Change for instrumentation to ensure that changes are properly designed and documented.
  • Support systems and efforts to maintain instrument Mechanical Integrity (MI) regulatory compliance.
  • Provide technical expertise for instrumentation selection, application, and implementation.
  • Assist in providing leadership and guidance to the refinery's Instrument Technicians. Provide troubleshooting support as needed.
  • Stay abreast of advancing instrumentation and control technologies and their application to the refinery.
  • Assist with training and development of operators, technicians, and engineers with respect to instrumentation.
  • Assist the Instrument and Analyzer Craft Excellence Resources with development of technician training and testing requirements.
  • Drive the development and coordination of instrument reliability improvement efforts. Develop and maintain reliability systems for the plant's instrumentation assets. Provide leadership for implementation of reliability systems.
  • Review process and mechanical designs to ensure the installation of the most reliable and cost-effective instrument systems. Ensure that site requirements are met.
  • Technical contact point for alliance suppliers. Maintain the refinery PMFL.
  • Support and provide leadership for documentation systems and associated evergreen processes for the instrument asset base. These systems include SPI, CPM, AMS, DOC4000, Experion, and LiveLink.
  • Assist with the selection of appropriate Reliability metrics for instrumentation. Maintain metrics for instrument reliability, including site and corporate metrics. Monitor metrics and recommend system improvements where needed.
  • Knowledge around wireless systems and wireless instrumentation. Drive the use of these instruments as allowed per standards and best practices.
  • Attend LOPA and PHA meetings as needed to provide instrumentation expertise and guidance toward consistency.
  • Perform Instrument Criticality reviews as required.
  • Experience or knowledge of CCC and Bently Nevada systems.
  • Lead and participate on Failure Analysis teams involving instrumentation.
  • Share and leverage instrumentation Best Practices through the Field Instrumentation Network.

Position Requirements

Basic/Required:
  • Legally authorized to work in the job posting country
  • Bachelor's degree
  • 5 or more years of direct analyzer or instrumentation experience through design, field installation, and/or maintenance
  • 3 or more years of process experience working in a refinery or chemical facility
  • Possess a valid driver's license

Preferred:
  • 3 or more years supervisory experience
  • Bachelor's degree in Electrical, Chemical or related engineering discipline or a bachelor's degree in Applied Technology - Industrial Instrumentation Technology
  • ISA 84 SIS Fundamentals Specialist Certification
  • Knowledge of Company advanced control systems
  • Knowledge of process and emissions control analyzers
  • Knowledge of Industry and Company instrument maintenance practices
  • Knowledge of Industry and Company Safety System Standards

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
